What is the difference between this and the regular (no color, just white) A19 starter kit besides the bulbs? My regular A19 starter home thing had an update when I got it and it appears as though I am able to set colors for lights. If I buy color bulbs for the second generation will it work?

Usually with the white bulbs you have a small dynamic range of yellow-white colors you can use, but with the ambiance bulbs you can choose from the full color spectrum. White and color bulbs will work together just fine connected to the same bridge, and I believe Gen 1 and Gen 2 bulbs also work together.

The starter kit with 3 A19 color bulbs is 2.1 lbs and the two bulb white A19s are 1 lbs
