Is this just a beard groomer or will also give a clean shave? It's hard to tell from the packaging.

It's pretty much a facial groomer. It will not allow you to shave down to a clean shaven face. It will take your facial hair down to stubble but that's about as short as it will get. The rest will need to be completed with an electric shaver, or regular razor.

Can this be used with the cord pluged in?

It will run with the cord plugged in, but probably only if the battery already has a sufficient charge to run. I have not tried this particular one, but others I have tried would NOT run on the charger if the battery was dead. Have no reason to believe this one to be different, as the charger is not rated at sufficient amps to run the unit by itself.
