Yeah. The Dazzle allows you to connect it to your computer and you'll get to manipulate any video it records.

Will this device allow me to convert Sony Handycam MiniDV tape video to a Windows 7 laptop and then burn a DVD?

I have the older version that supports S-video and composite video (yellow, red and white) and it works OK with my sony Handycam. I do not use this with the Handycam as mine has firewire and firewire seems to work better with video editing programs.
