does this receiver handle a & b speakers?

No, its not designed with "multi-zone" features.  However, that said, I actually have mine wired to drive 5 speakers (FR, FL, C, SR, SL and Woofer) in the bedroom, plus drive a pair in the bathroom.

I simply added the bathroom speakers to the FR/FL terminals.

I know this drops impedance to 4 ohms, and is probably not recommended, but the receiver seems to handle it fine.

I bought Pioneer VSX 823K AV Receiver. It's output is 125W/Ch at 1KHz, THD 1%, 6 ohms. Whether it is possible for me to connect the receiver with PHASE Technology Velocity speakers having Impedance of 8 ohms with recommended amplifier power of 15W-100W?

yea, that will work no problem. the real power of the receiver is more like 70w when it's running with lower distortion, but it drives my similarly rated infinity speakers without issue.
