Can I keep my land line phone number ?

It is possible.  I have done that a while ago and no longer pay landline service.  The only downside is you don't have 911 service with Google Voice.  But you should have 911 service on your mobile phone.  So it is not a big issue.

Google "Port or transfer your personal number to Google Voice".  The page talks about mobile number.  But you can try to port your landline number to Google Voice as well.  Once ported, you can stop your landline service and use Google voice on your Android phone and on this device.

Can I port over from Ooma or do I have to go roundabout way of doing so with a burner/"pay as you go" phone in btwn?

No not directly. You have to port to a mobile phone company first (burner/pay-as-you-go, as you mentioned.) You CAN port directly to a third party, like Ooma to Callcentric. I found their service to be more reliable, but it costs a little every month in most cases.

What exactly does this do?

This device plugs into your internet, links to your google voice number and enables you to plug a telephone set (like the old land lines).
When someone calls your google number, it redirects it through the internet to this device and the phone you have plugged into it rings and acts just like the old phone company.  You can ditch your expensive land line.  I've been using one of these for several years. The only charges I pay are a yearly fee of around fifteen dollars to have 911 service.  You MUST set up 911 service when you setup your google number on this.  There are several setup videos on youtube that help you set up the device. Look up Obihai setup there.
