I need to use it to supplement volume on my insignia TV which does not give satisfactory sound.
Will this item improve the sound quality without using anything else. Does it require 110V to operate or is driven by TV only.

Many TV's have two small speakers with something like 10w per channel.  This sound bar provides over 100w per channel which certainly does make a difference as far as sound output potential  This unit has a built in subwoofer also.  I had a problem with the remote and called the company.  Their support mailed a new remote immediately.  You should be very happy with the difference this sound bar will make.  Just pug it into the wall, 110v,  and connect by RCA jack or an optional optical sound cord connector is provided.

No.. It doesn't have Bluetooth. My sugestion buy separate one for around 15$ and you will be fine. :)

I am looking for a simple speaker I can use to plug various mp3 players into: phones, etc..  will the RCA cables be compatible with the headphone jacks?

Yes, the cables that come with the speaker are actually RCA to 3.5mm headphone jack.

the remote that came with my Energy Power Bar One does not always work. Without notice it stops controlling any functions. Later at unknown times it starts working again. It seems i am pushing keys that disable then enable it to work. How is this happening? i have not yet programmed any other remotes to control Mute  or On/Off.

I only used the included remote when programming the Power Bar to our TV remote so I can't speak to your question.  However, it took several tries to get it to program as desired.  (In the meantime, I had to endure volume way too loud or soft when switching between regular TV and Netflix.)  I still don't know what approach actually worked.  Sorry I'm not too helpful.
