Will this stuff work for a AMD processor for HP Pavilion computer P206Y?

Yes, this will work (if properly applied), however there are much cheaper, capable alternatives.  I chose this one as I overclock my PC and wanted the highest end compound that I could find.

Is this electrically non-conductive?

I just put a continuity check on a line of this paste and it did not conduct.  Of course, used in the proper manner for the intended purpose it will achieve the designed goals very well.

What is the length of the syringe - (the part that contains compound)? Customer wants me to order a large quantity of these (over a 100 for a project) , but whatever he currently has, he says the amount of compound is not enough even for a single CPU. He wants me to order something larger. He stated he would like something in the 4-6 inch syringe length. What amount (gram size) is normally used for single use CPU application? Just want to get this order right. Thanks

This tube is 2.5 inches long .5 inches across.  So if you went with a 10 gram tube you should be closer to the length specification.  As far as total applications I'm not sure there.
