The KVM pulls power from a USB port.  It's a power adapter on one end that plugs into the KVM, the other side is a standard male USB A-Type.  There's a power brick that's included in the box with plenty of adapters for around the globe.  However, rather than use the power adapter, we just put the USB plug into the server's USB port.  That way if you power cycle the server, it cycles the USB port's power as well.  Outside of plugging the USB into something you can turn on/off/cycle, you'd need to plug the power adapter into a power outlet that is controllable itself.  APC makes a nice variety of power strips that can be individually power cycled.  They're kind of big though, and pricey.  If you've got a small application, check out DataProbe's iBootBar.  We've used those a lot and they're easy to use and rock solid.
