Can I connect it directly to my network and view on my PC instead of using a NVR ?

Yes. I bought a separate 8 port POE switch for about $30 connected it to my network (could use plug or injector), connected five cameras to the switch. You don't even have to use the Reolink software. I use Shinobi that runs on my server (UNRAID) . I have seen other people using Blue Iris for windows to record with. There are a lot of free software optins.

Question 2

My Model: RLC-410S fails to connect. Power supply good, night vision lights on, LAN connects but still no connection. Any suggestions on how to connect?

I had a Reolink camera stop working.  The camera got it's power with POE.  Apparently the 40v dc to dc converter inside the camera failed.  I connected the camera to a 12vdc power adapter and used a separate ethernet cable to the DVR  and it worked!.  
POE is the preferred way to connect if it's properly working.
If you power is good, then check your POE cable or Ethernet cable for problems.  I use the Reolink DVR to handle my cameras.  Not sure if you can connect to your home network without one.

Question 3

Would this camera work with work with Blue Iris video security software or does it only work with specific NVRs?

Yes. You can Youtube to get some great videos on doing so. I use Shinobi on my UnRaid server and it was a breeze to do a auto search and find. I just used the phone app to set the camera's password and get the IP and the port is 8080. That's really all you will need to know. Good Luck!

Can this be placed on a counter or does it need to be wall mounting?

The mount is intended to be screwed/bolted to a surface.  The hinge allows a great deal of movement, including to a 90 degree angle (possibly more).  I don't know how you would "place" it on a counter -- if it's tilted down, it will fall over.  I think someone else mentioned that you could mount it to a board, which could be set on the counter, and that could work.

When a motion event is detected can you configure the software this to save the images or video locally to a windows or Linux file share?

Yes you can. Their website says motion or stills 24/7
There is also great aftermarket software software. I have a server running Unraid with SHinobi Docker and I am running 5 camera's 24/7 on a 30 day loop.

Question 6

I need a camera that I can view on my PC or a monitor 24/7.  I don't need a cloud recording service like "Ring."  Their cams do not allow 24/7 viewing because as your connection times out after a few minutes.     Will this camera allow me to monitor continuously?

Yep. I did not want to have cloud recording.  Mainly because of other companies lack of privacy. There are many after market software solution's that this will work with. I use a Program called Shinobi. At the moment I record 5 cameras 24/7 on a 30 day loop. I can freely use the software to scrub through the footage to find anything I was looking for.

I'm guessing a Class10 speed or above would be wise, but does anyone know the largest capacity (and including which backward compatibility standards -- SD, SDHC, SDXC) MicroSD memory card will work in the RLC-410-5MP?

Does anyone know if there is a minimum speed for the internet required? I only have dsl capability at 6mbps.

I haven't looked up the specs on it but my Wave Broadband Cable I just speed checked at dslreports at 55.8 down / 5.4 up mbps.  I believe you are asking about upload speed as I'm assuming you are wanting to watch live video remotely.  With Wi-Fi off my phone I am able to clearly watch video from my camera over a 5.4 mbps upload and cellular download. There maybe some resolutions settings you can check too, I believe mine are still default.
