Does the refurbished Roku 3 have scuffs/scratches on it or the remote?

I have not noticed any blemishes on mine. The only thing that seems to be different is a sticker on the bottom with random letters, probably a code indicating the operating status of the device. As far as functionality, the only issue I had was I thought the remote was defective at first, until I realized it had to be paired with the device before it could be used. This process is explained in the included start up guide that I didn't read until later. I never read instructions until I really need them. :)

Do you have to have HDTV for this to work?

It is designed for HDTV's. There are no RCA connections. You could purchase and HDMI cable to RCA connection for an additional cost.
The Roku LT or Roku 2 would be a better alternative for a non HDTV in my opinion. The other Roku's are less expensive and perform just as well for a non HDTV.

Does the Roku 3 have to be connected via Ethernet cable, or can I connect through Wi-fi?

The Roku3 comes with both Ethernet port and WiFi capable. If your Wi-Fi router is less than 20 feet from the Roku3 and with only one wall between them, then there is no difference between Wi-Fi and Ethernet cable. This is my set up, Roku3 works at least up to this distance.
     You set up the Roku3 Wi-Fi through TV and Roku3 remote control after you connected and powered both the TV and Roku3. You need to remove the batteries from the remote control and then re-insert the batteries back to get the two paired together properly. This is important, otherwise, the remote control does not seem able to control the Roku. There is a CD with user manual in it, describing the procedure in details. Also, Roku has support web link illustrating how to connect to Wi-Fi.

I never heard of Roku a year ago, and since I bought mine, I've cancelled my cable service, saving over $1200.00 per year.  I'm kicking myself for not doing this years ago.

No, it is refurbished, meaning that it probably was owned by someone at some point, but components have been replaced to make it look and function like new.  The main difference is $20 to $30 cost savings.  I've got five of these in five different rooms (1 purchased new and 4 refurbished) and I'd have to turn each of them over to look at the bottom to find the non - refurbished one.  I don't have any reservations about purchasing these refurbished from Newegg.

can i stream videos from a pc to Roku 3?

Yes, but not directly. You will need to install a streaming server on the PC (I use Plex) and make sure your local media is in a forum that the Roku can handle, like avi or mkv. I use mkv.

The Roku doesn't do it's own decoding, so you need already streamable files.

Plex gives a 30 day free trial, but eventually costs 5 or 6 dollars, but is well worth it in my opinion. Other options are free, but not as flexible.

I set mine up a few weeks ago, and am now able to stream from my PC to both Rokus, my laptop (Ubuntu) my sons Windows 8 PC and a couple of android tablets.

Will this unit replace my Directv receiver?

NO!  The Roku doesn't have the variety of programing that Direct TV or Dish has.  The Roku provides a lot of free stuff and subscription stuff.  You should make sure that the Roku can provide the programs that you desire.  Your laptop computer with broadband connected to your TV can probably provide as much.

1 Roku = 1 T.V.

The Roku 3 media player is to be used with one INDIVIDUAL T.V.

You must only by one for EACH T.V. that you want to use a Roku 3.
