Is this just the computer case or is it the actual computer and ready to go?

Just the case.  But it has plenty of room for anything you might want in a new computer.

Is this case bottom mounted PSU compatible? If so, is there a dust filter at the bottom for the PSU?

Yes, and yes. There is a plastic filter-screen that slides under the tower and attaches to the bottom of it. Best case I've had in a while!  ??????

Is there a good amount of space for wire management? Thanks!

I did not think there was that much space for wire management. The "back" space where you would hide wires seemed too narrow to me. A bit extra space would have been a huge help.

Are the fans in this case Loud?

They’re whisper quiet. True story, I have this case with a liquid cooling kit from Corsair and you can’t hear a thing.

Is this a heavy case? And can this fit my gigabyte GTX960 which is 11.61 inches long? Thanks

The case definitely has some weight to it, maybe around 10-15 lbs. It should be able to fit your graphics card, since I can fit an entire ruler inside the case and it has nothing that would get in the way, with decent space left over. The hard drive bays are located low enough so that they are below the PCI Express ports that you'd mainly use.

Can you turn the LED fan lights off?

There is nothing in the manual and I have not been able to find a way to turn the lights off. I normally don't like this kind of lighting but these fans are not very bright, i figure if it does start bugging me I'll replace them. This is a very nice case and very easy to work with.

What motherboards work with this case?

Atx form factor, Mother board come in 3 or 4 form factor , atx, micro atx, etc. just as long as your motherboard says it is a atx or smaller this  case adapts to them by using different mounting holes. they are already drilled all you have to do is install the stand off that come with it. And the are clearly marked , if you are installing an atx then you install the stand off marked ATX

Will this case fit a Corsair H100 240mm radiator w/ 2 120mm fans internally? 
My RAM is near the top of my ATX board(Asrock 970 ext3) and I haven't found a mid-tower that will fit the full cooler internally yet.

It will work. I currently use a Swiftech h220x2 and had to "mod" the case by shoving the assembly as far back towards the motherboard as possible (without touching the motherboard) and then screwing it in place through the top fan grill as the screw holes don't align (only able to use 2 screws). maybe only 2mm clearance with my RAM. Also, if you don't mind bottom mounted RAD, there is a bottom rad spot.

Does it have a front and psu dust filter?

If your power supply intakes from the bottom of the case, then yes there is a filter to stop some dust. As for the front there is no removable dust filter like the top and bottom.

Yes, a full set of screws (M2.5 and M3) for hard drives, motherboard, and power supply are included.
