Can both side panels be removed?

yes, I ordered one for a customer build and it worked well. If I remember correctly the only down side was it would not take a full length graphics card but other then that it was a good purchase.

Does it come with screws?

It comes with screws, but you don't always get what you want. My mATX motherboard needed 8 standoffs, but the case only had 6 jackscrews pre-installed and two empty 6-32 threaded holes for the other motherboard locations. The case includes 6-32 screws for mounting drives, but my Asus optical drive needed 3mm screws.

Are the case fans loud?

As long as you have the RPM's set for low speed fan control you should experience minimal noise coming from your case. Everyone I speak to about cooling options I usually suggest  liquid but they require alot of air flow and in doing so raises the noise level. Also the more fans installed the better your reliabilty, over heating causes sysyem failure so use your best judgment.

Does it come with fans?

Yes it comes with a 120mm in the front installed & a 80mm in the back. Suggest a semi modular or full modular power supply not alot of room inside to work with & i added an ssd to both of the customer builds i did of this case. They were both happy with the end result.

What controls the fans?

There are two types of fan headers and speed control: 3-pin headers using voltage speed control, and 4-pin headers using PWM control. The supplied case fans have 3-pin sockets and can only use voltage speed control.

Those 3-pin fan sockets can mate with both 3 and 4-pin motherboard fan headers and the fan will run, but whether it's speed controlled depends on the motherboard's features.

Question 7

How much total internal distance front to back for the PSU and optical drive combined? Since it is a top mount PSU and the optical drive bay is at top front, it seems there might not be much room left in between the two for cables.

I was able to fit a 500W 80-plus non-modular EVGA power supply along with an Asus 5.25" optical drive and a Gigabyte B460M D3H mATX motherboard.

The case has a built-in bulge in the side panel without the window. That's where I routed the big cables. The thing that made this work is there’s a rounded rectangular porthole between the power supply and optical drive. (I didn't route the optical drive's SATA power that way, so I could more-easily extend the drive out of the case for connections.)
 
There’s also a tiny porthole near where the ATX 12V 2x4 connectors need to get back to the motherboard. By tiny, I mean those connectors had to go through one at a time, sideways.

A handful of zip ties come with the case, but that’s not enough. You'll want to have so many on hand that you don’t have to think twice about wasting them during your cable routing trials. They keep my cables in place so the pre-bulged side panel easily fits, and also keep all the unused power cords compact and out of harms way.

All told, it took the better part of a day for me to get everything properly in place, but it all fits, and the window reveals a neat cabling job.

Will a Hyper 212 evo fit in this?

The case is 6.89" wide and the Hyper 212 evo is 6.24" high.  It should work but it could be too tall too.  I don't have the system this case is sin anymore.  Sorry I couldn't help you anymore than that.

Can I put a radiator in this case for watercooling?

No.  Not without cutting an opening.

Will a TITAN card fit in this case?

Most likely not without modding or crazy cable routing. Also you may run into heat issues as this isn't the best ventilated case.
