Just applied power to mine, pc not turned on, and the fan starts spinning at a low rpm.  Is this normal for the fan to be on while the pc is off?

Mine didnt do that  when i installed it it didnt come on till i turn the tower on the rest of the time is not doing any thing fan is not running  i would say u have a bad one   i would ask the tecks on the site that sold it to u and send it back for a different one

some of thesis are daisy chained together:  (meaning there are multiple connectors on a single cable. The connectors are about 5-6 inches apart on the cable)

When would more +12v rails be necessary?

Without getting into the electrical science of power supply units I can say that it shouldn't be necessary for computer equipment to need multiple rails that are out on the market today. The reason being is that there isn't enough of a difference between single vs. multiple rails. This theory of distinguishing PSU's by rails is honestly a marketing ploy. In my opinion, go with the power supply that has the best warranty and supports the wattage for your rig with price also in mind. I personally bought this PSU because I have an overclocked system sporting two ATI R9 290x cards that are in a cross fire configuration. The wattage met my needs for power, provided a 5 year warranty that no other competitor (in the 1200W range) came close to, and was a great price compared to other models. It's also helpful to note that if a rail fails in a "multiple rail" PSU, the chances are that it will fail completely and not be able to operate or support the load for the system compared to a single rail setup. Most people would look at multiple rails in a PSU as a sign of redundancy but that almost never is the case. If anything, you are actually increasing your chances of a power supply failure. So again, consider the warranty, wattage, and of course the price and choose something that fits that criteria along with supporting reviews.

Would this PSU work well with the Tyan S7012-GM4NR motherboard? (I need 2 Xeon CPU support 2x8Pin)

This PSU has 2 ATX 4+4 (8pin) power connections to supply power to two CPUs, please read the following under Features>Connectors within the Specifications tab:

2 x 4+4-Pin ATX12V / EPS12V Connector

To clarify, whenever you see 4+4-Pin ATX connections, those are used to supply power to the CPU so in this case you get two sets of those 4+4 connectors (making them 8 pin if your board doesn't use 4 Pin headers).  Hope this helps!
