Would it work for both Samsung Galaxy S4 and TomTom device?

I can't answer the question directly. I use it for my Motorola MotoX. However, the mount will firmly hold a device up to 4 1/8 inch wide. I have attached the mount to my driver side window. It holds solidly and works great for me.

Does this work pretty good with a Samsung Galaxy S3? Case or no case?

Yes it would work very well, I am using it with Samsung GS 4 with a UAG case. Note that I am only using it as a desk mount but I see no reason why it wouldn't work in other applications.

Question 3

Does anyone know if this window mount will be large enough to fit a note II cell phone in it? i used to have one, but got a new phone and it won't fit into my old mount. Thanks for any tips and help

I have not used it yet, but there is R button on it that
expands the unit to just under 4 inches wide. Any cell phone would fit in that I guess. Length wise there is no limit.
Obviously the more you have expand, the more fragile
the mount will become.

Will the HTC One M8 fit in this?

I am not familiar with that phone, but I own a galaxy note and this mount could hold something another inch or so wider than my note. I don't think there's a phone made that would not fit.

Very happy with the purchase, only bought 1 at  for $6.99/free shipping to see if I would like it or not (I'm satisfied). I use the base that comes with the unit since repeated use on windows tend to make the unit loose suction over a period of time. Put silicone on mine to make it permanent. Side clamps are padded and open up to 4 1/2" and retract to approximately 2", The 2 armatures at the bottom are 1/4" each. There is no height issue. Base is heavy enough to hold all phones and some tablets on a dashboard without tipping or sliding with quick stops or bumps. Would recommend at $12.00 and free shipping or less $. Use mine every week day in a freightliner truck with no problem and also in my pickup at the end of the day and weekends.
Remember that this is a plastic unit and treat it as such and it should last your moneys worth and longer. Waiting until back on sale on neweggflash and I am going to purchase some for gifts and another for me so I don't have to use same one for different vehicles.  For the Price... 9 stars out of 10. Don't let the kids play with it, Not that durable.
