Does this have USB 2.0 output? I want to only use it with a laptop.

This card reader is designed to go in a desktop computer where a floppy drive would fit (3.5" bay). The connector on the back is a *female* motherboard usb connector (9 pin) meant to plug into a desktop motherboard. You might be able to find a connector to attach it to a laptop, but I have never seen such a cable and would not recommend one. 
Image search on Google etc for "jusb1" to see what they look like.
You should look for a card reader labeled as "external". This one is labeled "internal" and is really meant to be inside a desktop computer case.

does it have a slot for micro sd?

Yes it does, the bottom right slot is for Micro SD.

Will this drive cause any issues with my Windows 8 Operating system? I currently own a cyber power pc and wanted to know beforehand of if I need to look for specific hardware for windows 8 operating systems.

This is a very compatible type of peripheral.  It goes through USB and registers itself with your computer as an external card reader--just like the dozens of other external card readers you might buy anywhere.  I'm using mine just fine with Mac operating system.  You will need to have an unused internal USB hookup--your motherboard probably has 3 or 4 available.  You should also note that the reader is designed to fit in a 3.5" front opening in your case;  my case only has 5.25" openings, so I also bought a 5.25" --> 3.5" plastic older.

Is there an external enclosure this can go into? I am not able to find one

Not that I'm aware of, you could somehow Velcro the unit to the top of the tower and run the wire down inside the case as the hookup requires to be plugged into the motherboard of a computer. If I'm understanding correctly an external stand alone setup wouldn't work.  You might be able to get adapter cables to make it work.

Is SDXC (unoffically) supported?

Not unofficially but rather OFFICIALLY as it is printed over the slot on the front of the reader.
