No, unfortunately the "learning" refers to the IR blaster for controlling a cable box.  There seems to currently be a lack of inexpensive MCE remotes that can learn TV power codes.

Can I use this to control youtube videos?

It depends on how you access YouTube.  If you access them via the Media Center this remote works fine.  If you are using a browser to access YouTube videos then you should look for an alternate solution.

The Rosewill Remote is among the best I've used for Windows Media Center.  It has all the right buttons to easily access whatever content you have in WMC.

However, I did not use the Rosewill IR Receiver!  I preferred to have an IR receiver internal to my Media Center case so I used an internal one I got from another source more conducive to internal mounting and connections.

So, what does this really do?

This remote controls windows media center found in windows 7 and certain versions of windows xp. Not sure about windows 8 or higher. The unit comes with a remote and rf sensor and a usb cable allowing you to control windows media center from your chair and not having to be directly at the computer. The rf sensor also supports an external out put to controll other devices via windows media center. This is a great product and would recommend it for any media center.

I want to use this with my Raspberry Pi 2 Model B (Raspbian Jessie) and Kodi I see many users saying it works with XBMC but has anyone tried it with Kodi?

kodi is just the new moniker for xbmc, it works very well with both versions of xbmc/kodi.  I personally have a Plex server and i use kodi to play media locally on my computer attached to a tv, so i dont see why it would work any different on the pi other than it being a different OS, I have windows 8 on that specific machine.

Will the IR transceiver read other kinds of remotes?  I am planning to use the remote from my broken xtreamer media player instead of the included remote. Thanks.

I'm currently using mine with an RCA programmable remote so it should work.  You just have to make sure the remote you are using is programmed to send commands to WMC.

The IR remote is in three parts, the usb cable, the square transition piece, and the IR receiver w/ cable.  On the square piece, it is obvious where the usb attaches.  But there are two places apparently where the IR cable could attach, right next to the usb connection (in the middle) or at the end.  So I'm wondering which connection point is correct, or if either one is OK, and why would there be two?

Contents of the box are: Remote hand unit, IR transceiver, USB cable, (1) Blaster cable, CD driver, Quick install booklet, (2) batteries...

The back of the transceiver has a Micro USB port and (2) 3.5mm port for Blaster A or B not marked. Blaster cable looks to be 10' long...

If you are only using (1) STB plug Blaster into either port and when setting up TV signals in MCE use manual setup (not automatic), if STB doesn't respond to Blaster, select (in MCE setup) other port option.
