Is inner lid removable for easy cleaning?

Yes. It is held into place at the lower two bottom corners with latches that slide up. You slide and unlock them and then unhinge it from the top of the outer lid.  The steam vent also is rand removable and pushes/twists out for cleaning as well.  They list the inner removable lid as dishwasher safe. I guess that is true but it is aluminum and will discolor in the dishwasher.  I also feel that the removable cooking pot will last longer if hand washed as well.

Does it have delay timer?

if you google the manual for the unit and go to page 11 you will see
yes it does. you must set it up as a "pre-set" key. then you can set a time for the food to be completed and ready for you. ie you want food to be ready in 4 hrs. unit will calculate and start some time before that in order to finish at desired time.

Why is this cooker spilling water out while cooking the rice?

I've never had water spill out while using this cooker. However... on rice cooker I had prior to this that was a much cheaper one but also a 10cup (uncooked) I had water spill out but noticed it was just excess steam coming out the release anytime I cooked 5 cups (uncooked) or more of rice. It didn't effect the finished product on that cooker, but it was annoying.

It will end up taking even more space than that though because the round edges don't sit against other things that well.
