Yes, this came with instructions as well as the mounting bits and screws for the devices.

can this be mounted on a wall?

Probably could be, but not natively. It's heavy (check the specs) and you'd have to ensure whatever your mounting it on can support the rack plus whatever you're putting in. The back holes are square, so you'd need some form of lag bolts into a sturdy backplane.

Does this rack support casters being installed on the bottom?

Yes, I have done so myself; I just took the bottom plate with me to the hardware store to make sure to buy casters with aligning holes and it all worked well!
