I have two hard drives I wnat to use for storage. Will this allow me to access them ?

Yes it can, provided it meets the following criteria - according to their description(Rosewill):  They must be either 2.5" or 3.5" and must use the SATA interface and less than 2 terrabites in capacity.  It goes without saying you must have a USB port free and working in your pc/laptop and a good cable (device comes with one).  You must also have a supported OS (if you have it working already then it is a non issue in your pc/laptop) which should be windows 98se and above or Mac OS 8.6 and above.  I use it in Ubuntu 12.04 with no problems and I have used it in Windows 8.1 (preview).

will it fit laptop hardrives?

Yes, that is what the small cutout in the upper left hand corner is for.  All SATA type drives will fit the docking station.  It WILL NOT fit older IDE type laptop drives.  A different adapter is required for those.

It handles sata configurations...2.5 inch drives as well as 3.5 inch.  Mine makes a rattling noise, I'm not sure if something is loose on the inside but it works fine

I just got the one I ordered and it doesn't work. I might be doing something wrong but there doesn't seem to be a lot you have to do. I put in a Sata HD that has documents on it and I can hear the drive spinning but I can't access it. Windows 7 64 shows an E drive but says I have to insert a disk. In my external case the drive is fine. Anybody else get one of these that had issues?

This unit worked with a 1 GB drive first time every time on Windows 7. Just plop the drive in and then push the round start button. It flashes an annoying blue light and the drive shows up in Windows File Explorer.

Is there any way to use a 3TB drive with this docking station using a 64 bit OS?

I don't believe so.  I've owned this over a year and early on tried to use a hard drive larger than 2TB and it wouldn't work for me.  It was so long ago, I don't remember anything else other than it didn't work.

beginner question: My HDD, pulled from a HP Slimline PC, measures 4 inches across.  This device takes 3,5 inches. What am I missing ?

You may need to remove the mounting rails on either side of your HDD.

I hate to be that guy, but I'm running MacOS 10.5.8, with my external drives formatted to FAT32. I've had issues with Nexstar enclosures being recognized by my OS. Any issues with regard to this?

Nice 10.5.8-amd or intel?? Why are you running the external drive with fat32?? Why did you not format the drive with mac extended journal. My email is they won't let me put it.
