Ho official support for Win 8.1.  Will it be incompatible with a system running this OS?

I installed a 2TB Toshiba disk in the box, and initially formatted and tested the box/disk on a Windows 8.1 system.  Then I moved the box/disk to be a storage device on a Netgear R6300v2 router where it is working just fine.

Does this verifiably support 3TB drives or not?

yes it does, but be prepared to backup your data because going from 2.0 to 3.0 logic board does require a HDD format.

Can this be USB powered?

No. It's a full external hard disk enclosure with an external fan supporting a 3.5" HDD. You might want to look at 2.5" hard disk enclosures without any fans, or solid state drives.

I need an Enclosure I can put a 2Tb Drive in, ship it to a friend, and use the drive in my PC when we are done.   Any suggestions?

I think  you can tell it's an external housing, so you can't put it IN  your PC. It's metal with a real blower built in. I have two and recommend them highly.

I have this one and like it. You don't need a power adapter for a low powered laptop hard drive. Get this one.
