will this work on just a monitor without a computer...my monitor has a 15 pin vga input..the audio is not a problem my monitor has built in speakers?

It will work on your monitor without a computer hooked up to it.  I will operate completely on its own hooked up to any type of monitor.  So plug it in and enjoy your monitor as another TV set.

I have not attempted to do that, my guess is no.  However, you can switch between multiple inputs very easily with the provided remote.  I have cable, a laptop, and an xbox all connected and it changes inputs instantly and seamlessly, definitely faster than most tvs.  Unless you have an absolute need for picture in picture, I would highly recommend this due to ease of use and affordability.

Can the aspect ratio be changed with this tuner?

They're are many built in resolutions that I believe change aspect ratios. I know the box has about 10 resolutions between 800x600 and 1920 x 1080. I hope this helps.

No.  You would still need to use a digital to analog converter to attach the outdoor antenna.

Can I use this with a LED monitor?

Yes but I wouldn't buy this unit.  I purchased it and it only lasted about three week with about 3 hours of use.  The unit is built very cheaply and the remote is a joke. The internal speaker has very poor quality and it constantly gives off an annoying hiss even with the unit turned off. Sabrent offers no warranty for this unit and Newegg would not take it back so when it stopped working I was just out the money. I am sure there are better TV tuners.

will it allow dvd/vcr to capture over the air digital tv programs?

No, I don't believe so. It does not have a ATSC or QAM demod, just NTSC analog.

Does the video output of this product carry
the Closed Captions text data version of the audio words of the program watched ?
Can the TV/VCR/PC-TV receiving the video from this device, turn on Closed Captions (CC), and see text words on the video output screen ?

Closed Captioning is not something I use and it looks like this does not support CC.  I checked the device's Menu and CC is not mentioned in any of the menus.  I also tried turning on CC on the HD TV it is connected to and don't get any text.
I have it connected via the VGA input on my HD TV in 1080 x 1920, 16:9 format and find it works adequately but I did have to ground it to my TV to eliminate audio humming.
