What software is used on the host PC to view the TV picture  from this unit ?

It comes with video tuner software, which worked fine on my Windows 7 machine. No Linux software that I could find. If you are using cable or satellite input through the RCA inputs, the tuner has to be done on the cable box. If you hook up an antenna, then the tuning function works fine. I didn't use the antenna feature, so I don't know if it supports digital antenna input.  It may be that since the device is old and the specs say "analog tuner" it does not support digital antenna signals.

Question 2

I have a 32 inch Sylvania HDTV (6632LG) with a digital antenna.  My tuner is heat sensitive (shuts off every 60 seconds). My DVD still works and my picture quality (when it works) is great. I don't see digital signal input.  Would this work for me?

No, this requires a PC for the card to be installed in, output is Ethernet only. they sell network tuner devices as well , that don't require a PCIe card \ PC, but they too is Ethernet output

is this what I need to watch basic channels on my laptop?. I am looking for some way for just basic TV on my pc without the need for cable or satellite tv providers.

It has the attachment for a TV antenna, and the software has channel changing built in. I have mine hooked up to a satellite box so I can't say how well it works on an antenna.

Can you view the video live, and how much lag is there? i'm looking to use this for FPV to use my laptop as a monitor so there needs to be very little to no lag.

You can view the video live, there is definitely a delay of a couple hundred ms depending on your monitor/tv. Example: you can play a game while viewing it on the pc but there is a noticeable delay in your inputs and when they occur on the screen.
