For sure, I've been able to play several mods such as FTB, Tekkit, Hexxit, and Attack of the B-Team. For shader mods, you're going to have a tough time if you don't upgrade the RAM. I usually get 50-100 fps (mods+terrain effects) using this laptop on high-performance and it's extremely playable. Just don't throw everything at it if you don't have the RAM.

Can this laptop run Minecraft?

Yeah, easily. Maybe not a high-quality mod but minecraft alone it should run fine.
I can run Left 4 Dead 2 on low-medium and get about 30FPS and League of Legends gets about 35fps on low. Minecraft should still be fine, though.
