Does this product come with Windows 8 installed?

Yes, it does, though it might take a couple of re-installs to get rid of the bloatware, and I found upgrading this to Windows 8.1 challenging.  Once I got that all managed, though, I have found this to be a fairly useful machine.

1. If I have an official Microsoft Office CD, can it be installed on this 
tablet PC via the USB port using an external CD drive?

2. When I travel overseas, can I use a local Internet receiver 
attached through USB to connect to the internet in that country?
(I have to do this, since WiFi is not available everywhere I go)

Yes you will be able to load the Microsoft office. As for the WiFi I am not sure, but I believe you can

Does this price include the stylus and the keyboard dock?

no the keyboard is not included in this price but the stylus pen is because its the only thing you can use on the screen except for the keyboard which is not included I am using this pc right now to type this and its not to bad its a really good pc its fast you don't have to wait for 3 minutes for the internet to come on its really takes only takes 7 seconds

I have been having consistent issues getting the Windows Store and Windows Update to work on my machine.  I have done one hard re-installation of Windows 8 to get rid of all of the pre-installed bloatware (Norton?  Seriously?), and one Windows refresh, but the problem still persists.  I usually don't get an error message; both the Store and the Update just seem to freeze when I attempt to download Apps or Updates.  Has anyone else had this issue, and been able to solve it?  Also, does this machine actually support Windows 8.1?  I haven't even seen it available in the Store when I can get it to open.  Thanks!

can this be rolled back to a full version of Win 7?

For all intents and purposes it is a full computer.  So yes you could install win 7 if you could find a non CD way of installing it.  However I'm not sure there is any driver support for any of the tablets features out there, so essentially you would have a win 7 computer that can't do what the tablet is designed to do.  My recommendation would be to leave windows 8/8.1 on the machine.
