Does it have Wacom digitizer?

it is not a Wacom digitizer as it does not come with all the options of the Wacom. It does come close and if you spend some extra $ and get the other stylist pin it is very functional for Art. if you are a big user of Adobe you will find the digitizer lags a little bit. I have been using Manga Studio 5 on it with out a problem. If you are a pro it might not meet your needs. not because of the digitizer but the cpu is on the slow side.

Why wont all my apps install on the samsung ativ?

Perhaps you have ran out of hard drive space?  I have had not issues with apps or applications on mine.
