Would this work with Windows 7 or Windows 10 ?

It works as any standard USB drive when it's plugged in, with the internal memory and the SD card, if one is inserted, each serving as a separate drive. So it works with all OS versions. I've used it with Windows 8 and 10, as well as my Chromebook.

It will go into transfer mode when it's plugged into a PC, so it likely won't play music at that time. But it will play when it's plugged into USB power only.

Not sure but I use Music Bee and it works well with that.

Does this player pick up right where it left off when you turn it on?

It does start up where it left off. It does not work right now if you have an external memory card installed. This should be fixed with a bios update. Best to pause the playback before shutdown. The on-off button is the large center button. It can get pressed if you put it in a pocket. Then it starts playing and you loose your place.
This is sandisk's attempt to bring back a modern version of the original clip. Which is in my opinion the best cheap MP3 player. They almost have it done. After an update or two it should be solid.
