Are the RGB LEDs addressable? I'm upgrading from an ASUS Dual 6700 XT OC and it has a constant blue-purple LED strip that can't even be turned off

It can be addressed either via Sapphire's TriXX software or by an ARGB header hidden at the end of the PCB on the back of the card where the third fan does blowthrough cooling. This can either be cable managed with the power cables or routed down onto an ARGB header on the motherboard.

Can I use this card for 1440p and 4K gaming?

Depends on the game and the settings you use. I don't think there's a game you can't run at reasonably high FPS at lowest settings and 4k resolution. But if you wanted highest settings, maybe 1440p is a safer bet.

Is this card overkill for 1080p gaming?

Depends on what you mean by "overkill", but you can generally play 1080p at highest settings, assuming it isn't some truly unoptimized game.
