Will this card work well in a dell insp. 660s?

I got this card for my HP Pavilion Slimline (S5503w-b) along with some other things to upgrade to for gaming. Its completely worth it as I can play a lot of higher end games on steam. Make sure you measure your case and compare it to the card measurements to check for a right fit. If your power supply is too small then be sure to look for a bigger one, I had to modify my case to fit a bigger power supply but my slim cpu was an old model anyway.

I'm pretty positive it will, it is 7.5 in long it sticks out 3 in from the mother board, and it's about 5/8 in thick.

I have this in an htpc, I love it, I swear the video quality is better than my HD 7970 GHz Edition in my development machine.

With no case fans it seemed to run a little hot, so I put in 1 case fan. I have a Moneual case, seems fine now.

Dual graphics rocks!

I know nothing about Dell 8400, but 350 watt should be enough because mine is only 300 watt and the card works well with it.

I installed this unit on a Lenovo low profile unit, I have used it in low profile Dell computers. There is no reason why it should not be compatible with HP computers.

The strength of this display card was that it did not require an additional power source (it was bus powered). This is important because many of the low profile computer PSUs have only the connectors to power what is installed with no extra connectors.

I was pleased with its performance, even for an older card.

Yes, though you may want to consider purchasing a more update graphics card such as a Amd radeon r7 250 or Nvidia Gtx 740. They will have better support and are faster solutions.
