Does this card have a reference PCB?

No, it's not the reference PCB.  It's much shorter.  Unless you absolutely need to have an ITX sized graphics card, I would suggest you look for 4GB versions of the 380/380x (or even 290 as they can be found for around $200 every so often).  Btw, PCpartpicker is a good site to keep up with current GPU pricing here in the U.S.  That's actually how I found my current Black Edition 290x for $259 from Newegg

What's the recommended WATT PSU, I'm currently running a 430 Watt PSU?

All Power Supplies are not created equal - 430w bronze vs gold vs platinum and so forth.  Moreover, how much power the rest of your system requires is very dependent upon your choice of CPU, number of fans, etc.  Still, the bottom line is that this 380 only has one 8 pin connector so it can only take up to 150W + another 75W from the motherboard.  Most reviews show "total system power consumption(which includes CPU)" of less than 300W when under load with R9 380 GPUs.  You should be fine :)

I have a 750w psu and it only has 4 prong connectors, so does this card plug in a certain way?

You need a PCI-E 8 pin connector.

If you have 2 6-pin connectors, the card comes with an adapter that will combine 2 6-pin to a single 8 pin.

The card will not work without power.  I would suggest searching for PCI-E 6 pin and 8 pin to see what they look like.  I'd link it, but NewEgg doesn't allow links.

Question 4

My system  is a Ausus Sabertooth P67 ,and has 2 PCIe 2.0 x16 slots. 
Since this card  is PCIe 3.0  would it be better to buy a PCIe 2.0 x16 compatible card ????

It is backward with PCI Express 2.0 also PCI Express 3.0 too  It will work in both 2.0 and 3.0.  it will not affect the performance. I hope it help you out. Enjoy your new video card. .

Seeing as it is sitting right in front of my on my desk.. description says 170 mm, but these are the exact dimensions I just measured.

175 mm long (6.89 inches) (back of PCB right to the edge where PCI-E is)

I'm surprised that isn't listed here...I thought you can find that kind of thing out from the reference specs @ AMD but I had trouble finding it myself. I'm running it on a 550W power supply with nothing else but an SSD if that tells you anything. I found some info (can't link other site, search engine of your choice for TechPowerUp GPU Database) that states the reference design specifies 190 W maximum but you'd want to find out from Sapphire to be absolutely sure since sometimes manufacturers can deviate from the reference design. This has been a great card for me.
