Is that 60 hours recording to this 2TB Hdd in 4k ?

I think 4K takes up around 375-400 MB/minute. So let's say 400, that's 24GB/hour or 1.44TB/60hrs so it should be fine, though I haven't personally tried it.

Is the device a rotating disc drive or solid state?

It's not solid state. There's a standard 2.5 in hard drive inside the enclosure.
