I see that it has SAS interface. Will it work in my desktop?

This is an Enterprise drive which has a different interface than standard SATA (a bridge in between the two sections of the connector). There are adapters for less than $8 but the bigger key is whether your motherboard controller can interface with this type of drive. Almost all older ones cannot and only some newer ones can. If yours does, then, yes, it would work in your desktop, otherwise no. This is not a typical desktop drive but for enterprise multiple array network drive setups designed to be running almost all the time.

Will this work in my PC?  I have Windows 10 running on an ASUS motherboard with Intel i7 processor?
Will this sas interface work with my SATa motherboard?  Will I need an adapter cable or will my sata cable work just as well?

These are not meant so much for desktop storage enclosures, though the drives are bulletproof. Enclosures are almost exclusively designed around SATA (cheaper and no need for redundancy), opposed to SAS which this disk is for. These disks will work on SATA plugs, but you would be buying enterprise gear and not using what you are additionally paying for. You will find enterprise server and disk chassis are where this hard drive shines (I have a MD1200 housing 12 of these things)

If you go this route, I would look at a 6 bay system as it is my preference for redundancy (4+2). Synology DS1618+ or DS3018xs, or QNAP equivalent would be where I started researching.

Will these work with Dell PERC H730 or H710P cards?

Only if the server chassis takes 3.5 inch drive caddies in the case.  These are not 2.5 inch drive but the larger ones.

Can I have using the HD drives in NVR or CCTV Systems?

Only if your system has a SAS / SATA level controller.  This is a SAS dual data pathway level hard drive. Most CCTV system only have SATA controllers.  Check your system spec first.

how do you refurbish a hard disk???

You pull it out of a working server or receive it back as a return.  Some resellers may run some diagnostic tests on the drive.  I am not a seller.  Refurbished = used.  It does imply that the drive has been tested and should come with a warranty of at least 1 year but this is seldom the case.
