This is a Key Retaining padlock, meaning it requires a key to to close the shackle, but it can be switched to Non Key Retaining if you use Mul-T-Lock part# SVC-CNV-PL-NKR. This padlock provides extra protection to a padlocks security with the patented Original 006 Key Control.
