Does it support a capture rate of 120fps?

I bought this card and can use it to record my 60FPS content, but I don't have anything that outputs at 120FPS  test to see if it can record at that speed.  Sorry.

Can this card be used to view the input video stream live? For example the input video stream would be displayed in an application window.

yes, for sure.
you can connect live feed as analog or digital
it processes internally as analog
inputs for video are hdmi, dvi, composite, or vga
input for stereo audio
note that audio is processed internally as mp3
this can be a problem if you need to stream aac, e.g. apple or android
this issue has prevented us from live streaming to mobiles without extra
 encoding
recognized by Adobe FMLE, ffmpeg and software provided with card

Will this product allo recording of composite video (not component / RGB) video - such as the outputs from VHS players?

I tried to hook up a composite set up today.  I was able to get the audio and video to play however the video was in black and white.  I didn't play much with the settings so I'm not sure if color would work if I changed some obscure setting, which is why I'm on the site today.  I'm also looking to see if I can find a composite to component adapter to get that color.  It may be something as simple as changing a setting.  I'm no longer at work to trouble shoot the device though so I'm searching the net.

I am looking for a capture device to connect from my Cannon camcorder to record through my pc laptop to Livestream.

It is highly unlikely as this device is made only for PCIE slots on desktop computers, not laptops.  And even there, it won't always fit.  I'm using a desktop PC running a Gigabyte GA-EX58-UD4P and this card will not fit, only because there is a motherboard structure nearby that will not let me seat the card.

Does it support HDCP compliant?
I want to buy this product use for recording video from Set-top Box to my computer. But I'm not sure this product support HDCP compliant or not?

This device very outdated, stay away, creator of product does not update support, only works for windows 2000 and windows xp. Windows 7 support is minimal.

I have just got this a couple days ago and can not get the capture driver to work with windows 8.1 the computer was bought with windows 8 so thought if ran it in compatibility would work just incase 8.1 was different I had bought it from you guys any where u know where I can get a 8.1 driver or figure out why cant get the driver to work?

Windows 8 requires signed drivers.  Get the driver from the manufacturer then do a google search on how to install unsigned drivers in windows 8.

Will this card work on a ASUS Sabertooth 990FX R2.0 mobo w/AMD FX 8350 cpu, and a ViewSonic 1920 x 1080 monitor,Windows 8.1 Pro w/Media Center x64 in Windows Media Center using my new DIRECTV non dvr satellite box as a tv tuner for recording tv in Windows Media Center? My DIRECTV box has hdmi output on it.

How do I set what resolution it records at? Sometimes i have to restart my computer several times to get video to display on OBS. Other times video displays right from boot up. Has anyone found any tricks to this card?

There are three ways to capture...
DVI, HDMI, or component.
What I have found to be the case is that this card will set its resolution
 to that of the input.
We are using it to capture video from a professional camera switcher.
Our Program Out is set to HV 1024x768 on the switcher.
Our encoder sees the card and only gives us that choice of resolution.
We are streaming video to the Internet, so 1024x768 is OK.
