That's a pretty vague question.  If your laptop is 12 years old, probably not.  Otherwise, if you have a USB or eSATA port on your laptop (and I'm assuming Windows or Linux installed), then yes, it'll work just fine.

I have a Seagate Barracuda 7200.10 500GB hard drive from an old HP computer.  It has SATA power and data connections.  Is it compatible with this enclosure?  Do I need any extra cables?

Must have a 2.5" laptop drive, no extra cables needed.

Looking to enclose a hard drive from my old eMac.  Will my Seagate Barracuda ATA V ST380023A hard drive fit into this enclosure?

No, this is for SATA drives only.  The Barracuda you mention is an old 80gb IDE and is incompatible.  You might be able to get an IDE to SATA converter and use that in conjunction but that sounds kinda risky.
