will this work in a 2.0 usb as well?

Hi,  I bought this from newegg in August of last year.  I've used it on my desktop and my laptop.  I was "pretty sure" that at least one of the ports was 2.0.  But not positive, so I checked the product on newegg.  Easy to miss - WAY down at the bottom they state that it is backward compatible:

I am pretty sure I returned this item because I could not get it working. I ended up with a serbent. This company has drivers on their site to download for any OS Mac or PC.

The StarTech USB32VGAES Slim USB 3.0 to VGA External Video Card Multi Monitor Adapter works without any issues with Windows 10. After Windows 10 is installed and the adapter is plugged in, Windows automatically searches, finds and installs the correct drivers and then prompts for a Restart. Once the system is back up, my dual monitors work perfectly. I would higly recommend this product for users who wish to utilize two monitors for a laptop or a PC that cannot accomodate another video card. :-)

I have a Dell Latitude E5530.  I have one external monitor plugged in to the onboard VGA connector in the docking station.  Will I be able to plug a second external monitor into this and use all 3 monitors as extended screens?

Yes, I purchased this to enable a second external monitor on a Toshiba Satellite and it worked fine, but note that the monitor hooked up through this device must be configured using the driver software for the device.  The driver does not come with the device and must be downloaded from their website.
