Is this the hard drive itself or just the case for the hard drive?

Just the case.

I have worked for many years on both HDDs and SSDs.  I would recommend this case for SSD only.  In my opinion, it's not rugged enough for spinning hard drives.

However, I'm very happy with it having put an SSD inside.

Does it come with USB 3 cable ?

yes, it comes with a short (about a foot long) USB 3 cable.  It has the extra pins for USB 3 power so you should always try to use a USB 3 port.

The "Product Specifications" say this case is aluminum and plastic.  Other reviewers give it one star and claim this is a plastic only case.    So... what is the this case actually made of?

Not sure where there is any aluminum - it's definitely plastic on the entire exterior. The underside is a matte finish which has worn well but the top is glossy and has a ton of scratches after being carried around in my bag. I got this to house a 7.5mm SSD (wanted the minimum thickness) and it has worked well for that. It's only about 1/3 the height of my 4TB Seagate! Definitely plastic though...

how many GBs does it have. is it an ssd or a hdd?

None - it's just a case for your own hard drive. It allows you to plug hard drive to USB port and use it instead of a big flash drive.
