Can this docking station be accessed with USB 2.0 connections?

Yes. The docking station will support both USB 2 and 3, but will be considerably slower on a two. That said, it still the best of the hard drive docks I've had or used. Connections are simple, and works with all SATA based drives (including SSDs).

Is it compatible with SATA II drives?

I cannot answer your question directly from personal experience. However, according to industry specs SATA III is backward compatible with SATA I and II. The specs on this device also show the interface is SATA I/II/III compatible. I have been using this dock with all of my SATA devices from SSD to older spindle drives. I use this to recover data from computers I have upgraded to SSD and the user forgot they had data on the old drive. Very handy with the dual bays to transfer data. Hope that helps.

Hi. I can support 4TB drives, but it is not a standalone device. It has to be connected to a computer to support copy/backup/restore functions. Does not come with software, so depending on what you want do, you'll need to get the software that supports it.

can you clone drive with this device on or off line ?

I have not tried to, but you need to not have any files on the boot drive open.  This translates to me to necessitate a boot from DOS and perhaps Ghost or other similar programs .  So check the StarTech site for DOS USB drivers. If so you are in luck.

Will this dock work with RAID? I'm hoping to connect two 4TB drives to a computer in a RAID array, but each needs power. To avoid having tons of power adapters, I'd like to use a single dock instead of powering each drive individually. I'm just not sure if a dock 
will cause problems with RAID.

I had a pair of drives setup with btrfs raid 1 in this dock but sadly the dock failed less than a year after purchase and the drives which were already 5+ years old are still going.
