Will this network card be compliant with my TP Link Archer C7 AC1750 router as I would use an RJ45 Cat6 cable to connect them with?

The simple answer yes.
Just plug into one of the ports.
Now for the blah blah blah.
The Star tech card is a LACP (linked aggregation control protocol) card. Look it up on wikipedia for Q&D explanation. 
Simply put, it is capable of a full 1000 MBS up and 1000 MBS down (or 120 MB/s up and 120 MB/s down) at the same time. 
You want to match this star tech card with a router/switch that is also LACP to take full advantage of the speed. BTW you have to have 2 cables connected between them to do it.
A "normal" 1000 Mbs router can only go 500 Mbs up and 500 Mbs down (60 MB/s up-60 MB/s down). The Archer router is a "normal" 1000 MBS router. 
Why go to the expense of buying the Startech when you can't take advantage of it's capabilities. A "normal" 1000 Mbs NIC card will do just fine!

Windows Server 2012 compatible as well as Standalone Hyper-V supported?

before you install it in the server, load it up on a desktop with windows 7. install the software and it will reprogram the card into a well-known card from a well-known company that will work great with server 2012. the "re-programming" of the card takes about 30 minutes or more. Afterwards this card is fully configurable and very fast. The card is pretty much worthless until it has been programmed. Setting up teaming is just a couple of clicks.

Does anyone know if this is supported in FreeNAS?

I have not tried it in FreeNAS.
I have 3 Qnap 870's and they come standard with LACP network card.
The issue would probably be drivers for the intel chip working in the NAS. 
If FreeNas is Win based you are ok, the drivers are there. If the Nas is Linux then that will be the issue.

It is a great card for desktops using Win 7, BUT you will only get 100 MB  download with simultaneous 100 MB uploads. You will not get 200 MB download all at once. That is not how NIC cards work in windows. 50% of the bandwidth goes towards upload and 50% is reserved for download. That is still 2X faster than conventional 100 MB Nic's (Bytes not Bits).
