Do you need the power supply if you're only using the ethernet port?

No, you do not need the power adapter for the ethernet port. I can even use a mouse, thumb drive, and ethernet port without the power supply.

Can this be used as a network usb server (ghetto NAS)? Plug-in muliple usb drives and access them from anywhere on the network WITHOUT needing to be connected to a PC

No, that's not what it does. It's just a USB hub with a built in USB-to-ethernet adapter. It will not work without a PC.
