Will the Intel Core i3-4160 Haswell work with this motherboard?

Yes it will. I built one using a Core i3/3850 Haswell last October myself and it purrs like a kitten. The 4160 may run a little hot though, make sure you put a good cooling unit rated for 65W TDP on it - the stock cooler it comes with will be fine unless you're trying to put this in a 1U server chassis - if that's the case you will have to find a good micro-cooler that's very, very short. The stock cooler that comes with this CPU will NOT fit into a 1U server chassis.

does this have a video (Graphics) card slot and if so what are the details on the slot?

This board has an x16 PCI Express lane, which is compatible with most graphics cards.  I believe all the lanes are straight from the CPU on the x16 slot.  The x8 slot (the shorter one) is meant more for things like RAID cards or network controller cards, and this x8 slot bus goes to the C222 chipset.
