Does speaker have a "headphone" "mini" output option? I am currently using Bose speakers with a headphone out option.

No outputs. Speaker has RCA (R/L) input and mini input jack but there are no outputs. Good afternoon, tell me, what kind of power supply is included in the package for these speakers? What is the incoming voltage? Will I be able to turn on speakers from a 220 V network with this power supply?

I am looking at the box and the AC adapter that came with the speakers sold in the USA from Newegg.  The US version has the standard US AC double flat blade 120 volt connector to be plugged directly  into the wall outlet. There is no ground pin, as it is a small plastic AC brick adapter with no metal showing, so grounding is not needed. The voltage specified is 100-240 Volts AC 1 Ampere at 50 or 60 Hertz which should work in any country with 240 volt AC utility power. You may or may not need an adapter to convert the 2 flat metal blades to round pin power connectors found in other countries. It is also possible that a non US adapter with the correct shaped power pins if shipped outside the US. If you can get this connected to your wall outlet, the power should be fine. It is a switching adapter that has a wide range of input power. Hope this helps.

do you need an amplifier for these?

You do not need an amp. Mine work fine plugged directly into my monitor. You do however need to have an audio cable as they come with Power and the stereo wires to connect them to each other, but nothing to bring the source audio into the speaker.

Worth $36 as a replacement for Logitech PC speakers? Is there ANY base?

This would depend on your particular Logitech PC speakers.  These 14W speakers feature a wide frequency response rate of 80Hz-22kHz.  Some customers have noted that the bass on these speakers isn't incredibly punchy, but on that subject you may want to also look over the various reviews available for these speakers as your fellow customers have shared some great thoughts on this product.
