I have Team Elite Plus 8GB 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model TPD38G1600C1101and a lesser 2GB  sick that's a little slower.

Will this memory work on hp 8100 elite sff?

It should work. That HP computer has 4 RAM slots, I would unplug them all and just use this one stick, as 8 gigs is probably enough for whatever you're doing and RAM can have issues if you pair it with different sticks. Alternatively you could get two sticks and then you'd have the most  RAM that your computer can use. I don't really think you need 16 gigs of RAM, but up to you of course.

MSI H61M-P31 (G3) motherboard only supports speed up to ddr3 1333 so chances are ram might not work just go to MSI and check compatibility tab and test report tab will give you a list of ram they recommend

This memory came with a asus z87-a/i5-4590 combo... it was all good, then after a couple days it wouldn't boot.  MB lite up, so I knew it was getting power.  Reseated all pwr connections, still nothing.  Leaning towards pwr switch, but reseated memory and it fired up.  Just wanted to validate, is this memory compatible with z87-a?

Yes, it is compatible.

Sometimes re-seating memory modules is all that it takes.

It may not have had complete electrical contact and re-seating would have fixed that.

That said, I would download MemTest86 and run it just to make sure the memory is good.

You could check to be sure the motherboard in the DELL can handle 8GB chips but otherwise this chip should be compatible.
