Question 1

I bought this to replace the Power Supply on a Dell XPS studio 7100. Only one problem: The four pin is not one of the cable ends as shown in the photos.  I need the one that has four wires (brown and yellow on original)   Is it possible (and safe) to find and use an adapter.  Am I better off finding a new power source with the correct adapter?

You may have received other comments, so here's mine.  Dell has seem to keep with industry standards on their connectors,  Yellow wires on the locking clip side of the plug for the added power to the mother board.    I also have a Smart 600 and it only has the mobo 8pin solid connector. Not what was shown in the picture.  Possible solution newegg stocks and extension the should work,  Silverstone PP007 EPS8R it's 8 pin socket for the power supply but provides a split 8 to 2-4pin on the mobo end. 
 
Hope this helps you from having to go through time and expense of a return and getting a new supply with a split 8 pin.

How long are the cpu plugs? I have a bottom mounted setup so wondering if it would work with this

They are the traditional lengths before modular/custom became a thing.  No problem for mid-size chassis.   ~18in for the primary power cable

I have that exact same mother board, and it does work for that.
But I don't know about the case, as I do not have that one. Hopefully someone else does!

The 1650 shouldn't require a pci-e power connector depending on which brand you are buying but if it does it will only be a 6 pin connector at the most so yes it will fit.
