with a full ATX MB will 2 R9-270x PCI-16 video cards fit?

It should not be an issue, the only factor is that you may have to place Hard Drives in case differently so as to make sure you have the necessary clearance. I know that the single card I used had plenty of clearance.

Would this case fit a GTX 760? They are huge,

I don't see any reason why not, it has room for dual video cards. I'm not sure exactly which video card you are talking about double check the dimensions but as far as motherboard and internal plug in room you will be fine
