This will work with any modern laptop that takes a SATA drive.  According to a quick google search the Inspiron 15 3521 takes a sata drive so it should work fine.

If you have a SATA connection it will work fine. If you have an IDE connection it won't work, because you won't be able to connect it to your computer

From looking over the specs on your laptop it says it will support this Hard Drive. I am unable to put a link here which would show you that it does so you will just have to take my word for it. I did look up your model on Toshiba's website which it does support this kind of Hard Drive.

3.0 Gb/s is 3.0 Gigabytes per second...the maximum data speed of the drive.  It should work just fine...as long as you had a SATA drive (as opposed to an IDE on older computers).  If you're computer isn't more than 5 years old, you probably have a SATA drive.  If it's older than 10 years, you probably have an IDE drive.

I wouldn't know to be honest. I used it on a sony vaio laptop. But if you have the ps3 opened up and if it fits on the slot then it should work for the ps3. It would just be a matter of putting the software in it. And 500gb is plenty of space for ps3 software and games. Sorry I wasn't of much help but hope this can help a bit.
