will this work with cisco VoIP phones? For example, could I plug say 5 phones in to this and have it work well?

I had it working fine for 3 phones i did have an issue with 1 particular provider that was fixed with a bit tech support (on there end)

Can another switch be plugged into one of the eight ports? If so, how many ethernet devices can one port handle?

Yes just make sure that they are not plugged into the same port number, port 1 on both for instance. I would not recommend more than the number of ports on a switch. If you need more get a bigger switch 16 port or 24 port. hope that helps.
