will this switch work with Cisco 7900 series phones?

I have used this switch with Grandstream phones, but never personally with Cisco 79xx. Cisco spec states "Can receive power from IEEE 802.3af-compliant data switches" and the TPlink Spec is that it's 4 PoE ports are IEEE 802.3af-compliant, so you should have no problem.

I own Foscam FI9826W Could I use this with the POE plugs on this switch?

According to the specifications of the Foscam FI9826W its Ethernet port does not support POE, so, not for power. That is, you can connect your camera for the Ethernet connection, but the TP-Link will not power your device.
