Does this converter work if there is a switch on the other end that has a gigabit sfp? Or do I need a pair of these, one on each end?

Not sure if I understand the question, but I'll give it a try. 
 
I use the TRENDnet converters in several installations, mostly coming off a microwave CAT-5 then jumping onto fiber.  They have provided reliable service for many years.

Normally I connect to Netgear distribution switches using SFP fiber ports running fixed 1 Gb on the other end, no problems as long as the speeds match.
 
If you want another option, consider using SFP converters like the TRENDnet TFC-1000MGA .  Install whatever mini-GBIC you need for the job to match the other end.  Provides more flexibility for reuse and upgrades without having to replace the entire converter.

what fiber optic cable to use with a pair of these?

Multi mode 50/125 or 62.5/125 are supported and I think its SC type connectors. These work great BTW I installed them in a house to house fiber hookup about 1/2 mile apart and they worked like a charm

Does this work if I have a single fiber connector in and a single ethernet out?

Right fiber is usually a paired strand so likely if you ran 'one' cable you have a pair. Fiber is really the way to go if you need longer runs and want to do it pretty cheaply. You can get fiber from eBay really cheap, the tricky part is the termination as you need a decent fiber cleave tool which can be pricey or you need someone that has the equipment and knowledge to come terminate the ends for you.

How much latency does this add in the conversion process?
