Can I plug an ethernet cable into one unit, send the signal to my garage, pick it up with a second unit and put the signal output to an ethernet cable? I have an NVR in my garage, and it only works via an ethernet cable

Yes, you can do that but I would get the unit that has the access point already configured to connect to each other. Then bridge the one from the main side and make it the access point. This is how 2 of my sights are set up and works great you will just need to make sure your setup is done correctly.

Would this product be capable of reliably connecting two buildings almost 4 miles apart? Would one of these need to be at both ends?

Yes.  You will need one at both ends.  It has to be clear line of sight.  No trees, no hills, no other buildings, no walls etc.  I run mine at about exactly 1 mile.  Maybe a little less.  I get about 400M, and it's rock solid through rain, snow and fog.  It's also very stable, it seems to just run, never needs rebooting.  At 4 miles, yours will most likely run slower, probably 200-300M.

I wasn't aware of any International version from Ubiquiti, so US.  The POE injector has a common 2pin 110v outlet plug cable.

Are these the newer version of the Gen 2 that has the Poe pass through?

The two I just got have only one Ethernet port.
