Is I see the voltage rating is universale ~90-~260, what about the hz rating?

According to the label on my unit (GP-A240-050) the input voltage is 100-240V ~50/60Hz Max 0.3A with an output of 24VDC @ 0.5A with a +(4,5) pins and -(7,8) pins I haven't used mine at any other input than 120VAC/60Hz so I cannot judge how it works with other inputs. It powers my Ubiquiti Bullet just fine. I have not used the above unit much because my Ubiquiti Bullet seems to also work fine at 12VDC that is more convenient for me to supply.

does this work with 1000M network?

No. This one is 100M . If you want 1000M, look for POE-24-12W-G.
